Please check the RS-232 Pin Definition (see manual)
Use a generic terminal software to send simple commands to HDR-1, see if there is a response from HDR-1

Download RealTerm from below link
https://sourceforge.net/projects/realterm/

Then start setting as follows (ex COM port is COM1)
